CONSULTANCY SUPPORT PROCESS 2009

The consultancy provided intends to facilitate preparation activities and assist potential candidates with their preparation on a timely manner, following the guidelines provided by the Commission.
Following the review of the guidelines and decision on the category, participants (Ps) may
1. Choose to pursue the application on their own
- In this case, they are recommended to be in contact with the consultant for final feedback prior to submission.
2. Request coaching / consultancy on-line throughout the process
- In this case, they may set a work schedule with the consultant and carry on e mail communication or on-line chats with the consultant.
3. Request a structured technical assistance through working groups in each region
- Periodic working groups in various regions will be organized during the month of February and March providing two options to interested candidates. For working groups, candidates will need to register with the consultant at hakan@dogrudantemaslar.eu. Interested Ps, depending on their assessed needs for the preparation of the call might be referred to existing training sessions as well.
4. Request one-to-one (face to face) consultancy by appointment
- The consultant will be available to meet interested candidates and work with them by appointment.

The consultancy can only be useful if candidates dedicate necessary time for the preparation and review the documents carefully.
Project Development Work Groups
Based on work conducted in 2008, it was assessed that a lack of time and (human) resource allocation for the application process hindered the number of projects which were submitted in a timely manner or met the requirements indicated in the guidelines. In 2009, therefore, regional Project Development Work Groups will be formed to assist potential applicants in their preparation in a more organized manner.
In addition to one-to-one consultancy by appointment, on line support and occasional consultancy for those who choose to work on their own, more structured Project Development Work Groups will be introduced in 2009 to provide systematic scheduled assistance for the potential candidates. It is imperative that interested candidates are registered with the consultant and make effort to take part in each session. Project Development Work Groups will provide two options to interested applicants.
Option 1 is offered once a week, 2 ½ hrs per session, for 8 weeks, leading to total of 20 hrs. The participants are expected to participate in each session and carry out necessary work outside of the sessions to fully complete the application form for the Call for Proposal P2P-II (2009). Groups will be determined according to geographic areas, with minimum of 6 and maximum of 15 persons in each group.
Option 2 is offered every other week 3 ½ hrs, for 4 sessions, leading to 14hrs total. The participants are expected to participate in each session and carry out necessary work outside of the sessions to fully complete the application form for the Call for Proposal P2P-II (2009). Groups will be determined according to geographic areas, with minimum of 6 and maximum of 15 persons in each group.
Purpose:
Better engage the interested candidates for a systematic preparation period in assisting the development of project proposals for the Call for Proposal P2P-II (2009).
Goals:
• Provide necessary theoretical framework and knowledge for project design and planning and EC requirements for the submission of the proposals
• Encourage consistency, time dedication and openness toward teamwork and human resource allocation
• Support growth of necessary skills for partnership development and effective project design and proposal writing
Objectives:
Participants will
• according to their choice of engagement, dedicate / commit necessary time for all sessions of the Project Development Work Group
• better understand the basic elements of partnership building and project design in the context of EC application
• feel confident about transferring their ideas into a proposal format – full application form
• develop skills and attitude for time management, resource allocation, research skills and response to a call.
• discuss and clarify concerns regarding their applications
• become familiar with the application and implementation process
• produce a final draft by the end of the last session of the Project Development Work Group
Methodology:
Forming the groups: While the consultant will facilitate the forming of the groups, self organizing groups in each region are encouraged as well. If one group is full, you may need to wait shortly for the next group to be formed or you may form your own group and contact the consultant. Meanwhile, the consultant will be available for one-to-one work with you.
Location and dates: The sessions will take place in Western, Central and Eastern part of Northern Cyprus on a regular basis. The dates and time of the group meetings will be determined by each group with the consultant.
